How to get PROMOTIONAL CODES? i dunno if this is the wrong place but i would like to know it.

You can get them from special events like PAX (http://en.wikipedia.org/wiki/Penny_Arcade_Expo)
Or you can buy a Collectors Box and use the Serial from that, different codes do different things, the box gives a load of stuff.

You can buy it on steam for example.
I dunno how much it costs, but u can also just buy it with Riot Points in the game. Just buy the Riot Points with your credit card or over sms or paypal.

No, you won't get any promo-codes when buying RP. You can, however, use the RP to buy the Collectors Edition.

Nope, Collectors Pack cost now 3900 RP so in order to buy it You need to spend 25 Euro (4451 riot points) but still with that bundle You will have 1779 RP back to use, 20 heroes unlocked, 3 runes and annie goth skin (if You buy digital collectors pack)
