Yes, i think that overall chinese splash arts are better than ours. Not all, but majority.

Their skins are the same in-game, the only difference is the splash art.

<3 on all of Katarinas Chinese skins.

Most of their female skins are looking much better than ours.
Take a look at Sivir, Evelynn, Caitlyn, Miss fortune, Akali, Katarina, Ashe and Janna. The chinese doesn't do recolors on original skins.
Not all of them is good but the female skins
The only thing that lacks is the amount of skins. As we have more than them.
