Hello,
I see that many people have problem patching their client.
Some reported that patch stucks at 33% or 99% and so on.
Here are some solutions i propose that are worth trying.
I cannot guarantee 100% success but as I said it is worth trying.
*) Run as Administrator.
*) Run this to update: C:\Riot Games\League of Legends\lol.launcher.admin.exe
1) Close LoLReplay (if you have it installed).
*) Change your server to NA and then back to EUNE/EUW
2) Update Adobe Air and Internet Explorer (yes it can help).
*) Update Microsoft Visual C++ 2010 Redistributable Package
*) Update Microsoft .NET Framework 3.5
*) Update Adobe Flashplayer
3) Allow inbound and outbound connection for LoL in your antivirus/firewall exception list.
4) If the above does not fix the problem completely disable your antivirus/firewall temporarily.
5) Forward ports for LoL. Helpful link: https://support.leagueoflegends.com/...gue-of-legends
6) If the patch still does not apply, while your antivirus/firewall is disabled try to repair your client. The repair function can be found in the options menu shown in the picture "repair1.jpg".
7) Try to enable/disable "Allow Peer to Peer Transfer" option in the option menu as in "repair1.jpg".

9) Uninstall LoL -> Delete the game folder C:\Riot Games\League of Legends -> Redownload and install LoL again (prefer a diffrent directory than before).
*) Delete all the "air" folders in Riot Games\League of Legends\RADS\projects and try again **by luq16
