I received mine at ~30.

They said it all depends on the frequency. So if you get a ribbon, and then never receive any more points, then your ribbon will disappear. So you need a constant flow of honour points to keep your ribbon alive.

Guys, I can't understand. I have got right now 30 Honorable opponents. Many players says you need 25 or 30, I got it, but ribbon didn't appear. Why? Can someone tell me it?

It's an algorithm based on weigthed honor. So if you recieve a lot of honor from people giving honor to just about everyone, it would count as less than if you got less honor, but from people who only gives it to the best of the best. Only riot and the phDs that made the system knows the exact calculations, so just wait for it, and be a cheerful player meanwhile and beyond. Personally my ribbon came at 29
